Insulation Grants Norfolk and Suffolk: National Schemes Available
ECO4 (Energy Company Obligation 4)
The ECO4 scheme has been extended and now runs until 31 December 2026. It targets properties in EPC bands D-G and takes a whole-house retrofit approach, meaning multiple measures are installed together rather than in isolation.
What ECO4 covers:
- Whole-house insulation (loft, cavity wall, solid wall)
- Air source and ground source heating
- Solar photovoltaics
Who’s eligible:
- Help to Heat Group (HTHG) – households receiving qualifying means-tested benefits
- Flexible Eligibility: household income under £31,000 per year or those with health conditions
Important: local authority ECO4 Flex applications ceased on 31 March 2026, so if you’re applying under flexible criteria, act quickly before the scheme closes at year-end. Source: West Norfolk Borough Council.
Great British Insulation Scheme (GBIS) – Ended
The £1 billion Great British Insulation Scheme ended on 31 March 2026. By that date, 139,200 measures had been installed in 100,900 households. Unlike ECO4’s whole-house approach, GBIS provided single insulation measures to homes in EPC bands D-G and Council Tax bands A-D (England).
Warm Homes: Local Grant
This new £500 million scheme launched in April 2025 and runs until March 2028. It delivers grants for energy performance upgrades and low-carbon heating to low-income households in privately owned homes across England.
Grant caps:
- Up to £15,000 per home for energy performance upgrades
- Up to £15,000 for low-carbon heating
- All heating fuel types eligible (on and off gas grid)
Local Funding in Norfolk and Suffolk
Suffolk – Warm Homes Local Grant Fund
In November 2025, Suffolk County Council secured £1.38 million in Warm Homes Local Grant funding. This funding must be allocated by the end of March 2026, so time is of the essence.
What’s covered:
- Wall and loft insulation
- Solar panels
- Air source heat pumps
Eligibility: Household income of £36,000 per year or less. Certain postcode areas in Beccles, Felixstowe, Ipswich, Lowestoft and Stowmarket are exempt from the income threshold. More details: Suffolk County Council.
Suffolk Loft Insulation Offer
Suffolk is also running a separate loft insulation offer: 50% discount (up to £200) plus free delivery on loft insulation. This is open to anyone and will close when the allocated funding is spent. Source: Suffolk County Council loft insulation offer.
Norfolk Warm Homes Partnership
The Norfolk Warm Homes Partnership provides home energy efficiency improvement grants to eligible residents across the county. Details: South Norfolk and Broadland Council.
Norwich Warm Homes: Local Grant
Norwich residents may qualify for up to £30,000 worth of works per home under the city’s Warm Homes: Local Grant scheme. This covers upgrades including insulation and low-carbon heating systems.

How Co-Dunkall Helps You Access Insulation Grants
Since 2008, we’ve been East Anglia’s largest and most-reviewed floor screeding firm, but insulation is a core part of what we do. Our preparation and insulation services are designed to work hand-in-hand with underfloor heating and screeding projects, and we supply a full range of insulation materials through Eastern Insulation Supplies.
Here’s how we help:
- Eligibility guidance: We’ll talk you through which schemes you may qualify for based on your property’s EPC rating, location, and household income.
- Application support: We can signpost you to the right local authority or scheme administrator and explain what documentation you’ll need.
- Professional installation: Once your grant is approved, our team delivers the insulation work to the highest standard – whether it’s loft roll, blown bead, cavity wall or floor insulation.
- Integrated projects: If you’re having underfloor heating or liquid screed installed, we’ll coordinate the insulation at the same time for maximum thermal performance and a seamless finish.
We operate across Norfolk, Suffolk, Cambridgeshire, Essex and Hertfordshire, so wherever you are in our region, we can help you make the most of the funding available.
Important: Quality Issues and What We’re Doing
In January 2025, the Department for Energy Security and Net Zero (DESNZ) issued a statement about quality issues with ECO and GBIS installations. In October 2025, further quality issues were reported with solid wall insulation, and the government began offering free audits to affected homeowners.
At Co-Dunkall, quality and compliance are non-negotiable. Our team is fully trained, and every insulation project is carried out to manufacturer specifications and building regulations. We’ve built our reputation over 16 years on getting it right first time, every time.
Frequently Asked Questions
Can I get a grant if my EPC rating is E or F?
Yes. Both ECO4 and the Warm Homes: Local Grant schemes target properties in EPC bands D-G, so homes rated E or F are eligible. You’ll also need to meet the income or benefits criteria.
Do I have to repay the grant?
No. ECO4, Warm Homes: Local Grant, and the Suffolk and Norwich schemes are all grants, not loans. If you’re eligible and your application is approved, the work is funded at no cost to you (or at a heavily subsidised rate, depending on the scheme).
What if I miss the March 2026 deadline for Suffolk funding?
Suffolk’s £1.38 million allocation must be spent by the end of March 2026, but the national Warm Homes: Local Grant scheme runs until March 2028, and ECO4 continues until 31 December 2026. If you miss one deadline, other funding routes may still be open – contact us and we’ll check what’s available for your situation.
Can landlords apply for insulation grants?
Some schemes are available to landlords of privately rented properties, but eligibility varies. ECO4 Flex and Warm Homes: Local Grant can include rental properties if certain conditions are met. Get in touch and we’ll help you understand your options.
How long does it take from application to installation?
Timescales vary by scheme and local authority. Suffolk’s urgent deadline means applications are being fast-tracked, but national schemes like ECO4 can take several weeks from eligibility assessment to approval. We recommend applying as soon as possible, especially with the December 2026 ECO4 closure approaching.

I did screed with them twice, we had our house done in 2 phases and in the 1st phase they supplied us with specific stats, on the 2nd phase they supplied us with different stats model and a control box which allows to connect to them remotely but, then I had an issue with the phase 1 stats won't connect to the system as they don't support that functionality. I rang their customer support and explained the issue, they offered to swap the phase 1 stats with new ones so, all stats will be from the same model and all will connect to the control box. One more word about their expertise, the 2 phases were done a part so the 1st phase screed was higher than the existing old bit, when they came to do the old bit on the 2nd phase, I asked if they can do the screed so that both bits will be same height, they did it perfectly, both phases met up level and the wood floor on top is at the same height, I must say I was sceptic but, these guys are awesome, they are experts in what they do. that made me so happy! That is a company who cares about their business and about their customers. I will definitely recommend and will definitely do business with them again. Thanks you Co-Dunkell![]()

We had Co-dunkall provide a cemfloor screed for an outbuilding which needed the floor raising. Thoroughly professional service 3 survey calls and inspections prior to the job. Nikki and the office team all highly knowledgable on so many aspects and on the day they even provided a 6 wheel mini mix to accommodate the property complexities. Good follow up and so pleased for a very clean and tidy washout considering how messy the job can be. You would not know they had been on site. End result is exactly what we needed![]()
