What Was the Great British Insulation Scheme?
The Great British Insulation Scheme was a government-funded energy efficiency programme designed to help households reduce energy bills and improve thermal performance. Managed by Ofgem, the scheme ran until 31 March 2026, with all installations required to be completed by that date.
In January 2026, the government confirmed that GBIS would end as planned and would not be extended, despite the related ECO4 scheme receiving a nine-month extension to 31 December 2026.
Who Was Eligible?
When the scheme was operational, two groups of households qualified for support:
- Low-income and vulnerable households – 53% of all measures went to this eligibility group
- Properties with EPC rating D–G in Council Tax bands A–D (England) or A–E (Scotland and Wales)
Around 11,600 measures were delivered under the Local Authority Flexible Eligibility mechanism, which allowed councils to identify additional vulnerable households. The scheme closed to new applicants in October 2025, and the GOV.UK referral service closed before January 2026.
What Did the Scheme Deliver?
Across Great Britain, GBIS upgraded 100,900 households with 139,100 measures in total. The most common installations were:
- Cavity wall insulation: 51,400 installations (37%)
- Loft insulation: 39,500 measures (28%)
- Heating controls: 34,900 measures (25%)
Total delivery costs to the end of December 2025 reached £366.0 million, with administrative costs of £22.1 million. Mid-scheme changes introduced in Spring 2025 allowed certain households to receive two primary measures; around 1,800 households received two measures between January and November 2025.
Regional Performance: Norfolk & Suffolk
England averaged around 364 upgrades per 100,000 households to March 2026, while the North East region achieved the highest rate at 919 households upgraded per 100,000. Local authority-level data for Norfolk and Suffolk is available in Table 5 of the official statistical tables.

Frequently Asked Questions
Is the Great British Insulation Scheme still open?
No. The scheme officially ended on 31 March 2026. All installations had to be completed by that date, and no new applications are being accepted.
Can I still get insulation funding in 2026?
The Great British Insulation Scheme has closed. The related ECO4 scheme was extended by nine months to 31 December 2026, but this is a different programme with different eligibility criteria.
What happened to households that applied before the scheme closed?
The scheme closed to new applicants in October 2025. Any installations arranged before 31 March 2026 needed to be completed by that deadline.
Were there any quality issues with GBIS installations?
In October 2025, the National Audit Office reported quality failures with wall insulation under the scheme. The UK Government offered affected homes free audits to address these concerns.

I did screed with them twice, we had our house done in 2 phases and in the 1st phase they supplied us with specific stats, on the 2nd phase they supplied us with different stats model and a control box which allows to connect to them remotely but, then I had an issue with the phase 1 stats won't connect to the system as they don't support that functionality. I rang their customer support and explained the issue, they offered to swap the phase 1 stats with new ones so, all stats will be from the same model and all will connect to the control box. One more word about their expertise, the 2 phases were done a part so the 1st phase screed was higher than the existing old bit, when they came to do the old bit on the 2nd phase, I asked if they can do the screed so that both bits will be same height, they did it perfectly, both phases met up level and the wood floor on top is at the same height, I must say I was sceptic but, these guys are awesome, they are experts in what they do. that made me so happy! That is a company who cares about their business and about their customers. I will definitely recommend and will definitely do business with them again. Thanks you Co-Dunkell![]()

We had Co-dunkall provide a cemfloor screed for an outbuilding which needed the floor raising. Thoroughly professional service 3 survey calls and inspections prior to the job. Nikki and the office team all highly knowledgable on so many aspects and on the day they even provided a 6 wheel mini mix to accommodate the property complexities. Good follow up and so pleased for a very clean and tidy washout considering how messy the job can be. You would not know they had been on site. End result is exactly what we needed![]()
