The Great British Insulation Scheme (GBIS) closed to new applicants in October 2025 and officially ended on 31 March 2026. No new funding is currently available under the Great British Insulation Scheme for homeowners in Norfolk, Suffolk or anywhere else in Great Britain. Here is what you need to know about the scheme, what it delivered, and how Co-Dunkall can still help you improve your home’s insulation and energy performance.
Key Facts: GBIS Status – July 2026
- Scheme closed: GBIS ended on 31 March 2026 – no new applications accepted.
- Total budget: £1 billion over the scheme’s lifetime.
- Homes upgraded: 139,200 measures installed in 100,900 households up to end of March 2026.
- Total spend: £366.0 million in delivery costs plus £22.1 million in admin – £388.1 million total (to December 2025).
- ECO4 extended: The Government extended ECO4 by 9 months to 31 December 2026.
- Quality concerns: The National Audit Office reported quality issues with some wall insulation fitted under government schemes; free audits are being offered to affected homes.
What Was the Great British Insulation Scheme?
GBIS was a Government-backed programme that placed an obligation on medium and large energy companies to deliver measures that reduced energy usage in homes across Great Britain. It was not a direct grant scheme – different companies or installers provided different levels or types of support, and higher-cost measures such as solid wall insulation were more likely to need a contribution from the household. All installers who installed measures under GBIS needed to be TrustMark-accredited.
Who Was Eligible?
Two eligibility groups existed during the scheme:
- Low-income group: Similar to the Help to Heat Group in ECO4. Around 74,300 measures (53% of total) were delivered to households in this group, of which around 11,600 were delivered under the Flexible Eligibility mechanism – where local authorities could identify and refer households that were low-income, fuel-poor or vulnerable.
- General eligibility group: Available to those living in homes with an Energy Performance Certificate rating of D–G and within Council Tax bands A–D in England (A–E in Scotland and Wales).
What Measures Were Installed?
By the end of March 2026, the final breakdown of the 139,200 measures installed was:
- Cavity wall insulation: 51,400 measures (37%)
- Loft insulation: 39,500 measures (28%)
- Heating controls: 34,900 measures (25%)
- Innovation measures: around 10,700 measures
Nationally, around 355 households were upgraded per 100,000 households in Great Britain. England’s rate was around 364 per 100,000, with the North East achieving the highest rate at 919 per 100,000. Specific Norfolk and Suffolk figures are available in Table 5 of the official GBIS March 2026 statistics.
Quality Concerns and Free Audits
In October 2025, the National Audit Office reported on failures with the quality of external and internal wall insulation under government schemes. In response, the UK Government is offering affected homes free audits to identify any issues. If you had insulation installed under GBIS or a similar scheme and are concerned about quality, check GOV.UK’s GBIS page for the latest guidance.
What Funding Is Still Available?
While GBIS has ended, the Government extended ECO4 by 9 months to 31 December 2026. ECO4 continues to support eligible households with energy efficiency improvements. If you believe you may qualify, contact your energy supplier or local authority for details.
At Co-Dunkall, we have been helping homeowners and commercial clients across Norfolk, Suffolk, Cambridgeshire, Essex and Hertfordshire with insulation and floor preparation since 2008. I did screed with them twice, we had our house done in 2 phases and in the 1st phase they supplied us with specific stats, on the 2nd phase they supplied us with different stats model and a control box which allows to connect to them remotely but, then I had an issue with the phase 1 stats won't connect to the system as they don't support that functionality. I rang their customer support and explained the issue, they offered to swap the phase 1 stats with new ones so, all stats will be from the same model and all will connect to the control box. One more word about their expertise, the 2 phases were done a part so the 1st phase screed was higher than the existing old bit, when they came to do the old bit on the 2nd phase, I asked if they can do the screed so that both bits will be same height, they did it perfectly, both phases met up level and the wood floor on top is at the same height, I must say I was sceptic but, these guys are awesome, they are experts in what they do. that made me so happy! That is a company who cares about their business and about their customers. I will definitely recommend and will definitely do business with them again. Thanks you Co-Dunkell![]()

We had Co-dunkall provide a cemfloor screed for an outbuilding which needed the floor raising. Thoroughly professional service 3 survey calls and inspections prior to the job. Nikki and the office team all highly knowledgable on so many aspects and on the day they even provided a 6 wheel mini mix to accommodate the property complexities. Good follow up and so pleased for a very clean and tidy washout considering how messy the job can be. You would not know they had been on site. End result is exactly what we needed![]()
