The Great British Insulation Scheme (GBIS) officially ended on 31 March 2026, closing a £1 billion government programme that upgraded 100,900 households across Great Britain. If you are a homeowner in Norfolk, Suffolk, Cambridgeshire, Essex or Hertfordshire, here is what the scheme delivered, where quality concerns arose, and what your options are now that government-funded insulation support has changed.

Key Facts: Great British Insulation Scheme Final Summary

  • Scheme closed: 31 March 2026 (new applications closed October 2025)
  • Total households upgraded: 100,900 across Great Britain
  • Total measures installed: 139,100
  • Most common measure: Cavity wall insulation – 51,400 installations (37% of total)
  • Total delivery cost: Approximately £388.1 million (to end of December 2025)
  • Government confirmed in January 2026 that GBIS would not be extended

What Was the Great British Insulation Scheme?

GBIS was a £1 billion scheme launched at the end of March 2023 to help households reduce energy bills through insulation and heating upgrades. It targeted two groups: a low-income group (similar to ECO4 Help to Heat) and a general eligibility group covering homes with an Energy Performance Certificate (EPC) rating of D–G within Council Tax bands A–D in England.

By the time the scheme closed, approximately 53% of all measures installed had gone to low-income eligibility group households, according to the GBIS June 2026 statistical summary published by the Department for Energy Security and Net Zero.

What Did GBIS Deliver Nationally?

Across Great Britain, 139,100 individual measures were installed in 100,900 homes – a rate of approximately 355 households upgraded per 100,000. The breakdown of measures tells a clear story about where the biggest gains were made:

  • Cavity wall insulation: 51,400 installations (37% of total measures)
  • Loft insulation: 39,500 measures (28%)
  • Heating controls: 34,900 measures (25%)

Regional delivery varied significantly. The North East had the highest uptake rate at 919 households per 100,000, according to the GBIS April 2026 statistical release. Local-authority-level data for Norfolk, Suffolk and other East Anglian councils is available in the detailed statistical tables published alongside these reports, though no Norfolk or Suffolk-specific figures were highlighted in the national summaries.

Quality Concerns Homeowners Should Know About

In October 2025, the National Audit Office reported failures with the quality of external and internal wall insulation installed under government schemes. In response, the UK Government offered affected homes free audits via TrustMark to identify and fix issues at no cost to the homeowner.

This is an important point for anyone in our service area who had insulation work carried out under GBIS or a similar scheme. If you have concerns about the quality of insulation installed in your home, the TrustMark audit route remains worth investigating.

What This Means for Homeowners in Norfolk, Suffolk and East Anglia

With GBIS now closed and the government confirming in January 2026 that the scheme would not be extended, homeowners in Norfolk, Suffolk, Cambridgeshire, Essex and Hertfordshire who missed out no longer have this particular route to funded insulation. However, ECO4 was extended to 31 December 2026, which may still provide support for eligible households through energy suppliers.

For those looking to invest privately in insulation – whether cavity wall, loft, or floor-level – quality of materials and installation matters more than ever given the issues flagged by the National Audit Office. We supply a range of insulation supplies including blown bead and loft roll insulation, and our preparation and insulation services cover floor-level insulation as part of screed and underfloor heating projects across the region.

Frequently Asked Questions

Has the Great British Insulation Scheme ended?

Yes. GBIS officially ended on 31 March 2026. The scheme closed to new applicants in October 2025, and the government confirmed in January 2026 that it would not be extended. All installations had to be completed by 31 March 2026. See Ofgem’s GBIS page for further details.

Can I still get free insulation through a government scheme?

GBIS is no longer available, but ECO4 was extended to 31 December 2026, which may provide support for eligible households. Eligibility criteria differ between schemes, so it is worth checking your options directly with your energy supplier or local authority.

How do I know if insulation installed under GBIS was done properly?

The National Audit Office raised concerns about the quality of some wall insulation installed under government schemes in October 2025. The UK Government responded by offering affected homes free audits via TrustMark to identify and fix problems at no cost. If you have concerns about work carried out in your home, this is a good starting point.

What insulation options are available for my East Anglian home now?

Private insulation remains a sound investment for energy efficiency and comfort, particularly when combined with underfloor heating and a quality floor screed. We work across Norfolk, Suffolk, Cambridgeshire, Essex and Hertfordshire, supplying insulation materials and carrying out floor preparation and insulation as part of our screeding projects.

Was Norfolk or Suffolk specifically affected by GBIS?

No Norfolk or Suffolk-specific figures were highlighted in the national GBIS statistical summaries. Local-authority-level data is available in the detailed tables published by the Department for Energy Security and Net Zero alongside the June 2026 GBIS report.

I did screed with them twice, we had our house done in 2 phases and in the 1st phase they supplied us with specific stats, on the 2nd phase they supplied us with different stats model and a control box which allows to connect to them remotely but, then I had an issue with the phase 1 stats won't connect to the system as they don't support that functionality. I rang their customer support and explained the issue, they offered to swap the phase 1 stats with new ones so, all stats will be from the same model and all will connect to the control box. One more word about their expertise, the 2 phases were done a part so the 1st phase screed was higher than the existing old bit, when they came to do the old bit on the 2nd phase, I asked if they can do the screed so that both bits will be same height, they did it perfectly, both phases met up level and the wood floor on top is at the same height, I must say I was sceptic but, these guys are awesome, they are experts in what they do. that made me so happy! That is a company who cares about their business and about their customers. I will definitely recommend and will definitely do business with them again. Thanks you Co-Dunkell

We had Co-dunkall provide a cemfloor screed for an outbuilding which needed the floor raising. Thoroughly professional service 3 survey calls and inspections prior to the job. Nikki and the office team all highly knowledgable on so many aspects and on the day they even provided a 6 wheel mini mix to accommodate the property complexities. Good follow up and so pleased for a very clean and tidy washout considering how messy the job can be. You would not know they had been on site. End result is exactly what we needed
