The Great British Insulation Scheme (GBIS) officially ended on 31 March 2026, after three years of helping households across the UK upgrade their insulation. The £1 billion government scheme closed to new applicants in October 2025 and delivered 139,200 measures to 100,900 households nationwide between March 2023 and March 2026.
Key Facts: GBIS Final Figures
- Scheme ended: 31 March 2026 (closed to new applicants October 2025)
- Total households upgraded: 100,900 across Great Britain
- Total measures installed: 139,200
- Budget allocation: £1 billion (£388.1 million spent by December 2025)
- Top measures: Cavity wall insulation (37%), loft insulation (28%), heating controls (25%)
- Low-income households: 53% of all measures delivered to eligible low-income groups
What the Great British Insulation Scheme Achieved
According to the Department for Energy Security and Net Zero’s final report, the scheme installed three main types of improvement: cavity wall insulation accounted for 51,400 measures (37%), loft insulation totalled 39,500 measures (28%), and heating controls made up 34,900 measures (25%).
In England, around 364 upgrades were delivered per 100,000 households. Regional variation was significant: the North East had the highest rate of upgrades at 919 households upgraded per 100,000. Total delivery costs reached £366.0 million, with administrative costs of £22.1 million, bringing the total scheme cost to £388.1 million by December 2025. The average cost of delivering the GBIS obligation was £25.44 per £ of annual bill savings.
Who Was Eligible Under GBIS?
The scheme targeted two eligibility groups. The first group included low-income and vulnerable households, with a ‘Flexible eligibility’ mechanism allowing Local Authorities to refer low-income, fuel-poor or vulnerable households directly. The second group covered properties with an EPC rating of D to G, in Council Tax bands A to D in England (or A to E in Scotland and Wales).
Around 53% of all measures were delivered to the low-income eligibility group, ensuring the scheme prioritised those most in need of support with energy efficiency improvements.
Mid-Scheme Changes in 2025
ECO and GBIS mid-scheme changes came into effect in Spring 2025 for measures installed from mid-November 2024 onwards. The changes meant households became able to receive two primary measures under GBIS in certain circumstances. Between January 2025 and the end of March 2026, around 3,300 households received two primary measures.
In January 2026, the government confirmed GBIS would end as planned on 31 March 2026, with no extension. The government also introduced mid-scheme changes to enable additional ECO4 delivery to be reassigned to GBIS targets, according to Ofgem’s scheme summary.
Quality Concerns and Government Response
In October 2025, the National Audit Office reported failures with the quality of external and internal wall insulation under government schemes. In response, the UK Government offered affected homes free audits conducted by TrustMark, with any identified problems to be fixed at no cost.
This underlines the importance of choosing experienced, professional installers for any preparation and insulation work, whether grant-funded or privately commissioned.
What This Means for Norfolk, Suffolk and East Anglia Homeowners
With GBIS now closed, homeowners and commercial property owners in Norfolk, Suffolk, Cambridgeshire, Essex and Hertfordshire looking to improve thermal performance and reduce energy bills will need to fund insulation upgrades privately or explore alternative grant schemes such as ECO4.
For new-build projects, renovations and commercial developments, proper blown bead and loft roll insulation remains essential to meet Building Regulations and achieve long-term energy savings. Insulation installed beneath screeds—particularly when combined with underfloor heating systems—delivers excellent thermal performance, reduced heat loss, and lower running costs.
At Co-Dunkall, we supply and install a full range of floor insulation materials through Eastern Insulation Supplies, supporting both domestic and commercial clients across East Anglia since 2008. Whether you’re laying a new screed or upgrading an existing floor, we can advise on the right insulation solution for your project.

I did screed with them twice, we had our house done in 2 phases and in the 1st phase they supplied us with specific stats, on the 2nd phase they supplied us with different stats model and a control box which allows to connect to them remotely but, then I had an issue with the phase 1 stats won't connect to the system as they don't support that functionality. I rang their customer support and explained the issue, they offered to swap the phase 1 stats with new ones so, all stats will be from the same model and all will connect to the control box. One more word about their expertise, the 2 phases were done a part so the 1st phase screed was higher than the existing old bit, when they came to do the old bit on the 2nd phase, I asked if they can do the screed so that both bits will be same height, they did it perfectly, both phases met up level and the wood floor on top is at the same height, I must say I was sceptic but, these guys are awesome, they are experts in what they do. that made me so happy! That is a company who cares about their business and about their customers. I will definitely recommend and will definitely do business with them again. Thanks you Co-Dunkell![]()

We had Co-dunkall provide a cemfloor screed for an outbuilding which needed the floor raising. Thoroughly professional service 3 survey calls and inspections prior to the job. Nikki and the office team all highly knowledgable on so many aspects and on the day they even provided a 6 wheel mini mix to accommodate the property complexities. Good follow up and so pleased for a very clean and tidy washout considering how messy the job can be. You would not know they had been on site. End result is exactly what we needed![]()
